Two people familiar with the decision said U.S. President Joe Biden made a major policy shift before his White House term ended in January, using long-range missiles supplied by the U.S. to Ukraine. It has authorized limited attacks on Russia.
Biden’s move comes after the deployment of thousands of North Korean troops to support Russia in its war against Ukraine and renewed Russian attacks on Ukrainian cities over the weekend.
Biden has long opposed allowing Kiev to use long-range missiles inside Russia, known as Atacms, on the grounds that it could escalate tensions with Moscow.
But now he is abandoning those objections as he makes way for Donald Trump, two months before he leaves office, who has been wary of additional military and security aid to Ukraine.
The White House declined to comment. The Pentagon declined to respond to a request for comment.
